Cave Rescue Scholarship Fund - Punches
By Consensus: Brainstorming ideas on how to award
scholarships will be submitted to the NCRC Admin list. After discussion a
draft policy will be submitted to the NCRC Discussion List, then back to
Admin list for final policy decision.

Discussion of Regional Coordinator Roles
Motioned & passed (1 abstention): All communication
regarding training within a Region shall be channeled through the Regional
Coordinator from initiation of requests for training approval through
monitoring of training quality and final reporting requirements. This
includes dissemination of training materials. The Training Officer is
ultimately responsible for approval of all training. If a request for
training is not acted upon within 30 days, or is denied, the instructor or
course coordinator requesting the course may appeal to the Training Officer,
or ultimately to the Board of Regional Coordinators. A Regional Coordinator
may appeal a decision by the Training Officer to the NCRC Board of Regional
Coordinators.

Renewal of Lapsed Instructor status
Motioned & passed (1 abstention): implement the recommendation of
Education Board:
A. If status lapsed due to failure to meet ongoing training or teaching
requirements, the candidate must complete Level II and Instructor
Qualification courses, and be reviewed by the Education Board, with possible
appeal to the Board of Regional Coordinators.
B. If due to resignation, the candidate's request is reviewed by the
Education Board, with possible appeal to the Board of Regional Coordinators.

Motioned & passed (1 abstention): James Davis is recalled as a member of the
Education Board
Member-at-Large Position Filled
Motioned & passed (unanimous): Barb Ritts is appointed to
complete the remainder of James Davis' term and the next full two-year term.
2004 National Seminar
Mirza bids for Central Region to host this seminar
Motioned & passed (unanimous): bid accepted
2002 Convention Meeting and seminar at Convention
Meeting is likely to have low attendance of BORC members.
By consensus: Agenda will be developed well in advance, and
business at the meeting restricted to those items. Meeting will be chaired
by Punches' proxy.
2002 Convention Seminar
Mirza will lead the mini-seminar Introduction to Cave
Rescue. Punches will handle promotion and registration.
Nominations and Appointments
Caribbean Region
Efrain Mercado Vazquez and Steve Segal have
both requested consideration for the position.
By majority vote: Efrain Mercado Vazquez
(NSS 33566) will be recommended to BOG for appointment as Caribbean Region
Coordinator
Education Board Member-at-Large
Bruce Smith has requested consideration for the position

NASAR MOU
Motioned & passed (unanimous): Susan Thrasher will be asked
to get the old MOU from Steve Hudson, which will be updated and submitted to
the Board of Regional Coordinators for review and email vote.
Dates and Places for 2003 Winter meeting:
First weekend in February, at Walker County 911 Center. Education
Board meeting on Friday,
Board of Regional Coordinators meet on Saturday, both at 9 a.m.
2003 ITRS
Motioned & passed (unanimous): NCRC shall co-sponsor the 2003 ITRS
Conference
Brief discussion of criteria to consider in selecting a replacement for
Henry Nicholson.

Requested to address personnel matters.
Motioned & passed (unanimous): enter executive session
following 5 minute break. Issues heard and considered. Written response will
be sent to the parties involved within 30 days, with copies to the NSS
Board.
