After 25 years of managing Perkins Cave in Washington County, the leaders or the Perkins Cave Conservation and Management Society decided to apply the principle of cost effective cave management suggested in the paper present by John Wilson at the NSS Convention. In this paper Wilson classified cave management into six levels of control, the SICLEO system. He pointed out the organizations with limited financial resources that had good volunteer management practices and good cave management sills could protect a larger number of caves by concentrating on levels one thru five and allowing cave ownership to occur as a result of good execution at the fist five levels.

SICLEO System

1.         Enlightened Self management by owner

2.         Informal management arrangement

3.         Contract

4.         Lease

5.         Conservation Easement
