Minutes of Winter 2006 Meeting

            Medical moves and Diving seconds approval - approved

 

Finance Report

            Shows ending balance of 48,657.89.  There were no questions.

           

            Peri Frantz emphasized the need to have the NSS president (Bill

            Tozer) and the NSS Treasurer (Peri Frantz) as signatures on all N

            CRC accounts.  She wants to have this process finished by the end of

            2006. (Copies of Peri's drivers license are available from her,

            Tozer's are available from the NSS Office.)

            National Coordinator

                        Appendix A.

           

            Training Coordinator

                        Steve Hudson gave a verbal report from Dave Ashburn.  Several

                        seminars have been run.  November Educational Board meeting will

                        be at Walker County weekend before Thanksgiving (November 18).

           

            Medical Coordinator

                        Appendix B.

           

            Diving Coordinator

                        Water rescue part of old manual has been digitized and Steve is

                        adding some information on sump diver rescue.

 

 


Regional Coordinator Reports

 

            Caribbean Region

                        No report.  Caribbean region sponsored the National Seminar,

                        which went well.

           

            Central Region

                        Has hosted 3 OCRs and plans 2 more this fall.  Worked with Marc

                        Olms for level 1 in Jackson Hole WY.  Sept 10-16.  Contact Anmar

                        if interested in attending.  Minor rescue in May in Sloan's

                        Valley cave.  No deaths or injuries.

           

            Eastern Region

                        Have conducted 3 OCRs and have 1 awaiting approval from Ashburn.

                        A staff meeting has been held with another to be held at OTR.

           

            Northeastern Region

                        Appendix C.

           

            Pacific Northwest Region

                        Appendix D.

           

            Rocky Mountain Region

                        Level 1 in WY this fall.  Training for Wind Cave park staff.

                        Working on rescue plan for Great X.

            Western Region

                        Roger Mortimer gave the report.  An OCR is planned in the fall,

                        and work is starting on a modular for next year.

 

2006 Seminar Update

            See National Coordinator report for details.

 

2007 Seminar Update

            Mosberg moved and Hudson seconded approval of the proposal to hold

            the 2007 seminar in Salem Virginia.  Hudson questioned the

            availability of adequate bathroom/showers at the site and discussion

            followed.  John Evans can provide a backup location if needed.

            Dates are not yet available, discussion of dates followed with

            early-mid June suggested.  Motion passed.

           

            Mosberg moved and Olms seconded that the seminar plans, including

            date, budget, and all other facility plans be completed by November

            1, 2006. - Motion passed.

Curriculum Website/FTP site

            Discussion of who updates, who can access, and what material will be

            available.  Discussion of backup.  Anmar stated that the server is

            for distribution and is not the master copy, which is currently held

            by Marc Tiritilli.

 

            Hudson move and Mosberg seconds approval of Marc Tiritilli's

            proposal for a website/FTP site to distribute approved teaching

            material.  Passed

           

            Hudson moves and Mosberg seconds approval of up to $150/year to

            support the Web/FTP site.  Passed

 

Other Business at the Discretion of the Board

            Peri notes that she is working with the NSS office to smooth and

            speed the process of distributing bank statements to the individual

            NCRC treasurers.

           

            The book is in final form and ready to go.  It will be distributed

            in electronic form, and is required for any future seminars.  After

            the book has been field tested for a few years it will be given to

            the NSS to be published on paper.

 

            Bannerman moves and Mortimer seconds that the book be placed on the

            web/FTP site as soon as reasonably possible.  Passed

 

            Mortimer moves and Mosberg seconds that the editor is strongly

            encouraged and supported to require citation of the material in the

            book.  Passed

 

 

Announcements

            Education board meeting will be on Feb 2, 2007 and the BORC meeting

            will be on Feb 3, 2007 at Walker County 911 center.

 

            Phil Whitfield, of Camloops, BC, and BCCR (British Columbia Cave

            Rescue) described the training courses, including week-long team and

            companion rescue training that he offers in British Columbia and

            Alberta.  He is interested in establishing a liaison with the NCRC.

 

            Companion rescue covers the hazards of caving, basic rigging, and

            pickoffs etc. with a mock rescue at the end.  The mock is based on a

            4 person caving party where one gets in trouble.  Discussion ensued

            about the best way to coordinate.  Cross-boarder mutual aid was

            discussed.  Phil indicated that there is a MOU in place between the

            appropriate states and provinces.  Phil and some of the regional

            coordinators indicated that there might be interest in a Western

            Canada regional coordinator some time in the future after more

            discussion between the NCRC and BCCR.  Potential problems with were

            discussed.

 

            Mosberg moves and Bannerman seconds that the BORC extend a formal

            invitation to BCCR to attend an Education board and/or a BORC

            meeting.  Passed

 

            Anmar will ask Punches to work on a MOU with BCCR

 

            Bannerman moves and Mortimer seconds adjournment at 10:37
